Pete's Introduction & Goals

I moved to Viera East over 7 years ago for it's lifestyle and amenities, which are now being put at risk by a small group of individuals who think they know it all.

My goals are to be your voice on the VECDD Board of Supervisors, and use my varied skills as a team builder, strategic problem solver, and consensus builder developed over time from my experiences in the Military, Banking, and Real Estate Industries by:

  • Keeping a close eye on the overall budget making sure we keep assessment increases as low as possible or possibly even lowing those already in place.  
  • Maintaining the exciting and vibrant community and quality of life we all enjoy, while keeping in mind the needs and the challenges of providing for the changing demographics as they become necessary. 
  • Reviewing our aging infrastructure and projecting the proper capital reserves necessary to support them.
  • Reviewing the use of our facilities and their management in order to insure maximum availability of our space.
  • Keeping an open door policy and traveling about the community in order to obtain as much information from the residents about their expectations and whether they are being met.  Asking for their input both positive and negative as they are not tenants but owners and deserve a voice.

  1. Viera East needs leadership that will listen to all the residents of the district when making large decisions that effect their lives.
  2. RESIDENTS should be given the first voice at CDD meetings.
  3. All HOA's should be involved and have a say at CDD meetings
  4. To broaden and improve our lifestyle and amenities we must ensure that Viera East is more than just a golf course.
  5. Then we can better focus on our waterways, trails and preserves in order to improve the fiscal health of the VECDD.
  6. It's time to bring fiscal sanity and true lifestyle change back to Viera East.

The Know It All's Actions


In 2019, In spite of overwhelming opposition by the residents shown at their meeting, the 11.2 Million Dollar bond issue was passed unanimously by the current CDD board.  It seems that the current board is deaf as they repeated the meeting again a few months later with the same result.

Now there is pending litigation against the bond, as well as an ethics complaint.  The current board is so convinced that they are the only ones who know what is best for the community, they have committed over $ 200,000 in legal fees using  our taxpayer money to fight on behalf of this issue. 

Below is a breakdown of how they will spend the Bond money if they get it. 



Our Leadership team of Pete Carnesale,  Steve Colasinski, and Rob Dale,  CCD for the CDD, have a very different financial perspective than the current VECDD Board and understand that there are more Resident needs than just the Golf Course. We choose to make investments that benefit the majority of VECDD residents and make them carefully. We want the involvement of all HOAs and want your inputs at VECDD meetings. Pete's Civilian Professional Experience highlights

  • Developed and then managed Customer Service and Relationship Sales departments for Citibank, South Dakota.
  • Still an active Real Estate Broker and owner of WIZARD REAL ESTATE GROUP, LLC  in upstate New York with experience in new construction from working with the Builders Association, and resale of all types of property (residences, and businesses).
  • Wrote two manuals for the Florida Department of Labor, one for employment advisers, and a detailed veteran guide to help improve the job placement numbers of the workforce in getting veterans hired in the community. When implemented job placement numbers increased by 85%.
  • Served as an active member on the HOA Board of Directors for three years in "Indian Oaks" my previous home's development in Rockledge before moving to the Indian River Colony Club in East Viera.
  • Highly interested in the community, I have attended many Viera East Community Development District and Brevard County meetings to keep me abreast of the current changes going on around us, and have relayed that information on to all the IRCC members of the VECDD via email on an ongoing basis.

Pete' Military Professional Experience highlights


  • Served in the US Navy on a Destroyer in Viet-Nam stopping sampans and inspecting them for enemy supplies.
  • Served part time in the Army National Guard moving through the ranks from Specialist  (E-4) through Master Sargent (E-8).
  • Ran National Guard logistical support for many Federal and State Emergencies (hurricanes, tornadoes, snow storms, and even strikes by prison  guards, and postal employees. 
  • Served full time on active duty as a Warrant Officer working my way from Warrant Officer (W-1) through Chief Warrant Officer 4 (W-4).
  • Ran Logistical Support Operations at night in New York City at the site of the World Trade Center in the aftermath of the 911 attack. That put me in charge of personnel and equipment belonging to many different agencies (ie: NYC Police, NYS Troopers, NYC Fire Department, NYC Sanitation Department, Red Cross, NYS Guard, FEMA, SEMO, the Army and Air National Guard and more volunteers. During this time I was  reporting direct to Mayor Giuliani.
  • Finally retiring from active military service in April of 2003.
